This page is for City of West Allis retirees to stay informed on their benefits. All plans are effective March 1, 2025 through Feb. 28, 2026.

2025 Plan Design Changes
Medical inflation, increasing drug prices, higher-than-expected use of healthcare services, and the prevalence of chronic conditions such as diabetes and hypertension have exerted significant pressure on the City’s health care budget. As a result, significant changes needed to be made to the health insurance plan designs.
If you retired prior to March 1, 2013: plan design remains the same as at retirement.
If you retired on or after March 1, 2013: your health plan “rolls with the actives,” meaning whatever changes are made to the active employee health plan each year are also made to your retiree health plan. This includes, but is not limited to, deductibles, copays, covered services, and prescription copays.
Note the following changes for the 2025/2026 plan year:
Copays for in-network primary care visits are $35.
Coinsurance maximums have been eliminated.
In-network coinsurance is 20% and out-of-network coinsurance is 40%.
Generic drug incentive copays are $5.
Represented health plan deductibles are $500 for individuals and $1,500 for families. (See below for list of Anthem Group Plan numbers.)
Plan Documents
Starting March 1, 2024, the City began adjusting Represented and Non-Represented employee health benefits in different ways, so it is important you know which plan you are on. Your plan in retirement may not correspond to your employment class when you were working for the City.
Represented employees retiring on or after March 1, 2024 remain on the Represented health plan. Represented employees who retired between March 1, 2013 and Feb. 29, 2024 are on the Non-Represented health plan. Refer to the group number on your insurance card to review your plan document below.

New Benefit Enrollment System
TRI-AD’s BenefitSolver has replaced Kenz Innovation HCM as the City’s benefit administration system. All retirees should register for a BenefitsSolver account to verify their personal information and elections.
To register for a BenefitSolver account:
Select “register” and follow the on-screen instructions.
Create a unique username and password. You can change these later, if desired.
If there is no email address associated with your account, contact HR@westalliswi.gov so that we can update this before you register.
Once logged in, select the “access your benefits” link to access your benefits portal; here, you can review your benefits, including provider contact information.
Once you have registered, you can also access TRI-AD’s MyChoice mobile app by selecting “Access the App” at the bottom of your benefits portal. A unique code will be generated which you can use to access the app.

Did you get a medical bill that seems incorrect? Are you having trouble understanding your benefits? Tired of getting the run-around from your insurance? Stop stressing - get answers with the Benefit Resource Center (BRC)!
What is the BRC?
The Benefit Resource Center (BRC) is a free service offered to all benefited employees and retirees, including covered dependents. The BRC's Benefits Specialists are the benefit experts. They work directly with the insurance carriers so you can focus on other things. The BRC can help resolve issues relating to medical and prescription drug benefits.
Consider contacting the BRC if you need help with:
Benefit plan and policy questions (e.g. "How does my coinsurance work again?")
Eligibility and claim problems (e.g. "I thought they said that would be covered!")
Questions about available benefits (e.g. "Is acupuncture covered by insurance?")

Benefits of the BRC
Since the BRC is constantly working with carriers, they’ve established specific contacts to ensure timely and accurate responses; they’re not calling the general 1-800 number. And since they are well-versed in solving member issues, they will follow up with both you and the carrier until a resolution is found.
Additionally, the BRC keeps detailed notes on your issue on secure, HIPAA-compliant software, so you won’t have to explain your entire story ten times. Once a resolution is found, they’ll work to ensure you fully understand the insurance mechanics of why things happened the way they did and how to avoid future problems.

Please note that while the BRC can receive text messages, they will call you back because text messages are not HIPAA compliant.
If you don’t speak with someone immediately, you can expect to receive a response within one business day, though usually you’ll hear back the same day. Since the BRC often works on complex issues, immediate resolution may not be possible. However, your Benefits Specialist will provide details on timing so you can know when to expect a follow up/resolution.
